A watchdog group, Farm Action, has published a white paper to rebuild the U.S. cattle herd. The list of recommendations includes a temporary tax break for farms and ranches that retain heifers. Farm Action also supports mandatory country-of-origin labeling, support for small and medium-sized meat processors and more stringent antitrust provisions within the Packers and Stockyards Act. Farm Action is also seeking reforms in the beef checkoff program.
