Congress has not found a path forward to pass a stopgap spending bill. Action must be taken before the end of the month to keep the government funded. House Speaker Mike Johnson pulled a continuing resolution because he did not have enough votes secured for passage. Johnson’s original bill tied an election security measure to the CR and members of both parties want a ‘clean’ bill that doesn’t include any extraneous issues. Meanwhile, the delays with the spending bill also threaten the farm bill, which also expires at the end of the month.
