China failed to meet the purchase obligations that were part of the phase one trade agreement with the United States. Based on trade data through November, China was 17 percent short of its goal for agricultural trade. A spokesperson for the Chinese embassy in Washington, D.C. blamed the shortfall on COVID, the global economic recession and supply chain problems.
