House Agriculture Committee Chairman David Scott is voicing concern about proposed tax changes that would impact farmers, ranchers and small businesses. In a letter to President Biden, Scott cited stepped-up basis and capital gains. Scott said this tax change could result in more consolidation in farmland ownership and make it more difficult for young, beginning and socially disadvantaged farmers to get into farming.
