With USDA and other federal employees heading back to work, the National Milk Producers Federation is urging Agriculture Secretary Sonny Perdue to quickly implement the dairy provisions of the new farm bill. Because the language in the dairy title modifies the preexisting margin program, NMPF CEO Jim Mulhern says USDA can move forward without a formal rule-making process. Dairy farmers have had four years of low prices and face an uncertain outlook, creating a sense of urgency for farm bill implementation.
