North Dakota Senate Agriculture Committee Chairman Larry Luick does not support this approach to flood mitigation. Luick emphasizes more work needs to be done at the regulatory level. “There’s a whole lot better way to do this and it is unfortunate the way this has unfolded.” Luick has been involved in this issue for nearly seven years. His multifaceted solution includes the expansion of permanent dikes in Fargo, flood detention areas to hold back water, a modified waffle plan and agricultural field tiling to manage the water. “That’s what this entire basin needs is water management, not just damming it up south of Fargo or wherever you have a problem area. It’s not that difficult to figure out.”
