After months of speculation, President Donald Trump has directed the Environmental Protection Agency to allow year-round sales of fuel with up to 15 percent ethanol. Ahead of a rally in Council Bluffs, Iowa, the president met with Republican members of Congress from corn-producing states to make this announcement.
