These direct payments will be made through the Farm Service Agency. “Toward the end of August, we’ll be able to run the models and try to understand the trade impact and set a rate. It will be based on actual production. With wheat, we may have actual production at that time> In some of the other crops we’ll have to wait to see actual production.” Enrollment will begin September 4 and continue for several months. Direct payments will be made to soybean, corn, wheat, sorghum, cotton, dairy and swine farmers. This relief plan is designed to be a one-time, stop-gap measure to protect farmers hurt by trade retaliation.
