Seven different lawsuits have been filed in federal court challenging USDA’s plan to pay off 120 percent of the FSA direct and guaranteed loans held by minority and socially disadvantaged farmers. This provision covers nearly $3 billion in loans and delivers another $415 million to cover the tax liability. House Agriculture Committee Chairman David Scott is upset by the temporary restraining order that has delayed this debt forgiveness program. “White farmers own 98 percent of all the farmland; black farmers own just one percent. Why in the hell do they want to stop Secretary Vilsack, Congress and the White House?” Scott told the All Ag Radio Network this issue is a priority for him. “As the first African American chairman of the agriculture committee, I cannot and I will not let this rest.”
