The Environmental Protection Agency released more details Friday on a solution to make up for granting small refinery waivers. The EPA will use a three-year rolling average of actual waived gallons and apply it to the 2020 Renewable Volume Obligations. That information will be released later this year. The agency will propose and request public comments on this. EPA will also initiate a rule-making process to streamline labeling and remove other barriers to E15 sales. In addition, the EPA says they will continue to evaluate options for RIN market transparency and reform and the administration will continue to work to address ethanol and biodiesel trade issues.
