The biggest prize of EPA’s entire promise was addressing small refinery waivers. That’s according to Iowa Senator Chuck Grassley. The EPA is offering a three-year rolling average in the 2020 Renewable Volume Obligations (or RVOs). “There are also things included in the proposal that go beyond what the industry wanted.” Grassley told the Red River Farm Network he has hope the Trump Administration will keep its word. “The RVOs going out written the way President Trump agreed with us in September is what we have to go on, but that’s all we need,” said Grassley. “The law requires adding back in the lost gallons. It will be done in the future. We have to count them in good faith they’ll do what they say they’ll do.”
