The Environmental Protection Agency is proposing to restore biofuel blending requirements waived for 29 small refineries. The exemptions involved approximately 1.76 billion renewable fuel credits. EPA is considering spreading those obligations across 2026 and 2027 or assigning the entire amount to 2027. The proposal could increase demand for ethanol and soybean-based biofuels.
