The window for passing a new farm bill before the end of the fiscal year is rapidly closing. When senators return after the August recess, they’ll have just 16 legislative days before September 30th. During that time, Congress must complete another Senate Agriculture Committee vote, find floor time amid government funding debates, and begin reconciling major differences between the Senate and House farm bills. Senate Agriculture Committee Chairman John Boozman has acknowledged it would take “something approaching a miracle” to finish the bill before the midterm elections.
