Despite the recent emergency waiver, the U.S. Commerce Department is taking action to keep countervailing duties in place on Moroccan phosphate imports. This preliminary decision does not end the Trump Administration’s recent action to provide emergency relief for Moroccan fertilizer imports. There is a small window where the availability of phosphate fertilizer will improve which should lower prices. That may provide an opportunity for farmers to lock in phosphate needs before the fall application season.
