Seven Republican senators, including Senate President Pro Tempore Chuck Grassley and former GOP leader Mitch McConnell, are backing a bipartisan bill that would require congressional approval for most new tariffs imposed by President Trump. The Trade Review Act of 2025 would limit the president’s ability to act unilaterally on trade by requiring notification to Congress within 48 hours of imposing or increasing tariffs. Under the proposal, new tariffs would expire after 60 days unless Congress passes a joint resolution to approve them. Lawmakers could also cancel tariffs within that window by passing a joint resolution of disapproval. The bill has support from both Republicans and Democrats and is modeled on the War Powers Resolution of 1973, which restricts presidential authority on military actions. President Trump has already threatened a veto.
