The Dakotas and western Minnesota may be looking at below-average temperatures this winter. The National Oceanic and Atmospheric Administration outlook calls for an equal chance of above or below-average snowfall in December, January and February for most of the region. However, a portion of Minnesota can expect slightly higher-than-average snowfall.
