Minnesota Management and Budget is forecasting the state’s expected budget surplus at $2.4 billion, an increase of $808 million at the end of the 2023 legislative session. Consumer spending and corporate profits were higher than expected. However, MMB warns higher spending estimates in health and human services and education will result in a “significant structural imbalance constrains the budget outlook in FY 2026-2027.”
