Congress has rejected an appropriations bill that would have funded agriculture, rural development and the Food and Drug Administration. The vote was 237 against passage and 191 for the bill. All of the Democrats voted against the bill. They were joined by 27 Republicans who opposed language dealing with mail access to an abortion pill. There was an effort to pass an amendment to remove that provision from the bill, but it was ruled out of order. Funding for the State Department, Defense Department and Homeland Security Department passed late Thursday night. The agriculture bill was the final vote of the night.
