The Environmental Protection Agency has issued a final rule regulating plant-incorporated protectants. These pesticides are genetically modified to help plants resist viruses, bacteria and insects. The American Seed Trade Association said the new rule increases the regulatory burden on plant breeders and limits innovation for the farmer.
