Labor negotiations between the Pacific Maritime Association and West Coast dockworkers are stalled. The ocean carriers claim unionized port workers are purposely slowing down the handling of cargo at the ports of Los Angeles and Long Beach. The PMA says dockworkers have stopped staggering their shifts during mealtimes, backing up trucks and interrupting cargo movement. The union employees have been working without a contract since last July.
