Twenty-four states, including North Dakota and South Dakota, are suing the Environmental Protection Agency over its new Waters of the United States rule. The attorneys general claim the rule is too restrictive and may end up hurting farmers, ranchers and other landowners. The U.S. Supreme Court heard a WOTUS-related lawsuit last fall and is expected to issue its opinion soon.
