Congress is back at work this week for the lame duck session. Lawmakers will need to vote on a continuing resolution or pass a funding bill for the year by December 16. Congress may also be asked to intervene in the labor dispute between Class I railroads and their unions. Under the Railway Labor Act, Congress could force both sides to accept the deal that was voted down by four unions; delay the strike deadline and continue negotiations or have outside mediators get involved.
