The Surface Transportation Board has completed two days of emergency hearings, taking input about ongoing freight rail delays. Railroad executives blamed the service problems on unforeseen demand and staffing issues. STB Chairman Martin Oberman was skeptical, saying the railroads should have been able to anticipate these concerns. The railroads may be forced to report weekly on their activity.
