The Minnesota Legislature convenes today in St. Paul with a projected budget surplus of $7.7 billion. In addition to that historic number, lawmakers have another $1.3 billion from the federal government’s American Rescue Plan. For agriculture, there will be another attempt to pass a 15 percent ethanol standard.
