The Sacramento County Superior Court determined the state implemented Proposition 12 without clear rules on how it would be enforced. In 2018, California voters approved this law establishing housing requirements for pigs, egg laying hens and veal calves. That obligation is in place whether the animal is raised in California or in another state. The law has become a constitutional issue with those against Prop 12 claiming one state should not set the rules for the rest of the country.
