Combest, Sell and Associates Managing Partner Tom Sell is expecting the USDA to simplify the WHIP+ application process at the county level. “That will save a lot of time. The USDA will take the data already available from growers and calculate what that farmer would receive if the filled out the application. It’s a shortcut and payments would be made through the FSA offices.” The payments for the new WHIP+ program may not move as quickly as farmers would like but Sell thinks payments may still move quick by USDA standards. “By historical standards, getting these payments out by the end of the first quarter or beginning of the second quarter of 2022 would be pretty good. The hope from the beginning is they’d find a more efficient way to do it. County offices are stressed.”
