The Ports of Los Angeles and Long Beach have again delayed the implementation of fines for shipping containers that have stayed too long at the port. The ‘container dwell fee’ was first announced in late October to ease the congestion at the ports. These penalties have been delayed repeatedly, however, the containers are seeing a faster turnaround. Since late October, the twin ports have had a 41 percent decline in the amount of aging cargo on the docks.
