To further assess the drought, the U.S. Army Corps of Engineers is delaying its annual drawdown of Lake Ashtabula near Valley City, North Dakota. The Corps usually lowers the lake between October 1 and March 1 to make room for the spring melt. That decision has been pushed back until November 2.
