Shipping containers have been scarce with Chinese exporters paying a premium to have them returned empty. The Agriculture Transportation Coalition hopes to change that. This coalition has produced a draft report seeking a requirement for shipping carriers to carry export cargo if it can be carried safely and loaded on a timely basis. South Dakota Congressman Dusty Johnson is working with California Congressman John Garamendi on legislation to fix the container shortage.
