A federal judge in Florida has temporarily shut down the USDA loan forgiveness program for black and minority farmers. Judge Marcia Morales said Congress should not carry out “governmentally imposed discrimination based on race.” USDA will be allowed to continue to make plans to distribute payments while the constitutionality issues are addressed. A temporary restraining order was also granted by a judge in Wisconsin earlier this month. The $4 billion debt forgiveness program was part of the America Rescue Plan, paying socially disadvantaged farmers 120 percent of FSA direct and guaranteed loans.
