The Agriculture Department is defending its plan to pay off 120 percent of FSA direct and guaranteed loans for socially disadvantaged farmers. A federal judge granted a temporary restraining order one week ago, putting the payments on hold. A USDA spokesperson said it is ready to process $4 billion in debt relief for the minority farmers and will defend its ability to make these payments. However, the USDA official said the government cannot appeal the restraining order.
