Minnesota Soybean Growers Association Executive Director Joe Smentek says the California Clean Cars Initiative has been a hurdle in getting much done in the Minnesota Legislature. Senate Republicans believe the State Legislature, not the Minnesota Pollution Control Agency, should be responsible for air quality standards. “Allowing the agency to move forward with the standard has Senate Republicans holding off on budget agreements unless the rule’s implementation is delayed.” A special session will be needed to wrap up the state budget talks in Minnesota. Smentek is disappointed more couldn’t get done by lawmakers by the Monday deadline.
