The Upper Mississippi River system is “unofficially” open. U.S. Army Corps of Engineers Public Affairs Specialist Melanie Peterson says the first tow arrived in St. Paul Friday. “We had two tows that went through.” The river is not totally open from St. Louis, Missouri to St. Paul, Minnesota yet. “These tows we locked through on Friday were from the Quad cities in Illinois and Iowa and they wintered there, because they knew there would be maintenance in Missouri. It’s not completely open yet.”
