The WHIP+ program sign-up wrapped up at the end of October, but local farmers are still waiting for payments. For those waiting for the remaining half of the 2019 payments, North Dakota Senator John Hoeven says it will be funded. There are also some additional funds available for the quality loss adjustments. “The USDA is going through that process now and they’ve developed a lot of the the Quality Loss Assistance program and gone through it with me. Now, USDA has to write the software to develop it.” Hoeven is hopeful in the next month the USDA will release more details on the quality loss program, but a rule making is required. The size and scope of the quality loss program is part of the continued delays. “The key is we’ll make sure USDA will get it out, but it’s just taken longer than expected.”
