The Environmental Protection Agency is working through the rule making process to address small refinery exemptions. Growth Energy CEO Emily Skor says the organization already submitted comments to the EPA on the biofuel rule. “The president has stated publicly and privately he wants to make sure when the EPA comes out with a 15 billion gallon target for conventional blending that we actually achieve that by the end of the day. Fifteen must equal 15 at the end of the day. Our sense is the president intends to make us whole. It’s a challenge, because in talking to the EPA and looking at their propose rule making, that’s not what the president talked about.” Skor tells the Red River Farm Network there are several communications to the president directly on the matter and the EPA’s final proposal needs to put gallons back on the market. Skor says this rule is part of the 2020 Renewable Volume Obligations (RVOs). “They will be addressing small refinery exemptions for the first time. That’s a good thing. I think it’s more realistic to see final RVOs by the end of the year.”
