Ahead of an EPA announcement on the 2019 Renewable Volume Obligations, Renewable Fuels Association CEO Geoff Cooper is expressing concern on small refinery exemptions. He says the exemptions are impacting ethanol demand. “Demand in the domestic market is softer than it ought to be, than we were expecting. Prices are lower and margins are tighter. It’s not great economically in the industry, but this is an industry that’s weathered many storms in the past. We’re going to get through this and continue to grow.” RFA wants the EPA to account for the small refinery waivers when it calculates the RVO percentage. Earlier this year, the EPA proposed total a renewable fuel volume of 19.88 billion gallons, leaving a 15-billion-gallon requirement for conventional renewable fuels. The EPA is expected to make an announcement by November 30.
