With the exception of a few modifications, the Minnesota Department of Agriculture can move forward with its proposed nitrogen fertilizer rule. The Agriculture Department can either change portions of the rule that were not approved and resubmit it to the administrative law judge or not make changes and go through legislative policy committees to finalize the rule. The next step for the controversial nitrogen fertilizer rule is complicated by legislative action to delay implementation until the end of the 2019 legislative session.
