The Russell Consulting Group President Randy Russell says a lot of work is being done to advance the farm bill. Once an agreement is made, there are still a few steps. “Even when they do get an agreement, you’ve got to get the thing drafted. You got to get it scored by Congressional Budget Office. You’re talking about doing this in a lame duck session. We don’t know exactly how long they’ll be here during the lame duck session. There are leadership elections. When they get back, if they’re going to get this thing done, which we still believe they will in a lame duck session, that first week back there is going to have to be a deal on this work requirement issue.”
