House and Senate negotiators are hammering out the differences for the spending bills for USDA and the Food and Drug Administration. One issue is the USDA’s plan to relocate the Economic Research Service and National Institute for Food and Agriculture outside of the Washington Beltway. There are also differences over the issue of cell-cultured meat products. Some lawmakers want USDA to have oversight on this issue; others want the FDA to have jurisdiction on the so-called ‘fake meat.’
