Waters of the United States is back in effect in Minnesota and 25 other states. A federal judge in South Carolina has issued an injunction on a recent EPA decision that delayed implementation of the controversial WOTUS rule. Environmental groups sued EPA, claiming the agency did not go through the proper procedures when issuing the WOTUS delay.
