During the G-20 meeting in Buenos Aires, Treasury Secretary Steven Mnuchin said the U.S. is ready to start trade talks with China, the European Union and Japan. The only caveat—Mnuchin said those countries must first remove tariffs, non-tariff trade barriers and subsidies. That demand seemed to be a non-starter. The French finance minister said the EU would not negotiate with the U.S. “with a gun to the head.”
