Russell Group President Randy Russell says the Senate is expected to complete a farm bill vote by the end of this week. Amendments are to be decided. “I know Senator Grassley has been trying to make adjustments to the payment limitations, particularly the adjusted gross income cap. He has been pretty vocal in his opposition to some of the House provisions in that regard. I think he would like to see some significant changes. That will likely be one.” Depending how the amendment goes in the Senate, this could be a sticking point in conference. Russell says it won’t be an easy conference committee. “I think the snap provisions are going to hold the key as to whether or not we get a conference report or whether we end up with a one year extension.”
