Minnesota Governor Mark Dayton’s groundwater protection rule will be published in the State Register today, which will be followed by an 80-day comment period. The Minnesota Department of Agriculture released the proposed rule last week. The proposed rule would regulate the use of nitrogen fertilizer in areas of the state that are susceptible to leaching. There are bills moving in St. Paul that would prevent the implementation of the nitrogen fertilizer rule without legislative approval. Dayton has already promised to veto that bill if it reaches his desk.
