The Environmental Protection Agency has finally sent its final rule for permanent year-round sales of E15 to the White House Office of Management and Budget for review. Eight states, including Minnesota and South Dakota, sought this change. EPA was supposed to complete this rule nearly a year-and-a-half ago. OMB is expected to finalize and publish the rule within the next two-to-four weeks.
