Agriculture Secretary Tom Vilsack says disaster programs need to be more flexible when he recently addressed the Senate Agriculture Committee. Some language of disaster programs are difficult to interpret the coverage of. “It’s difficult to be as specific as you’d like it to be in order to cover anything and everything that can happen.” Vilsack says despite the past few years being ones of record high farm sector incomes, U.S. farmers struggled to break even. Nearly 50 percent of farmers never made money, and another 40 percent made money with the majority of that stemming from off-farm income. “We have got to figure out how to create more revenue streams for farmers.”
