According to a report from the Institute for Agriculture and Trade Policy, USDA has rejected numerous farmers who want to implement voluntary conservation practices. This organization said 42 percent of Conservation Security Program applications and 31 percent of EQIP applications from 2010-to-2020 were turned away. North Dakota was cited as the state least likely to award contracts for EQIP practices. The Institute says these programs need more funding and efforts to promote Farm Service Agency programs to socially disadvantaged farmers.
