The U.S. Army Corps of Engineers is allowing the Dakota Access Pipeline to continue operations while an environmental impact statement is prepared. North Dakota Governor Doug Burgum welcomed the decision, saying a pipeline shutdown would force more oil transportation to trucks and rail and hurt the state’s economy. In the past, Burgum said shutting down the pipeline would create more competition for rail access for farmers.
