North Dakota Senator John Hoeven outlined a two-part plan aimed at protecting farmers from the potential impacts of storing water upstream of the Fargo-Moorhead diversion project. A total of $25 million is available to provide 100 percent crop insurance coverage for insured crops damaged by diversion-related flooding. “Crop insurance covers Mother Nature disaster events, but it doesn’t cover man-made events,” Hoeven said. “It’s only fair that they get compensated for that impact.” The goal is also to protect a farmer’s Actual Production History if they store water upstream from the diversion and deal with crop damage or are prevented from planting.
