An oil refinery, HF Sinclair, is suing the EPA with claims the agency is unlawfully delaying its decision on small refinery waivers. Over 40 other small refinery exemption petitions are also pending. The lawsuit is seen as an attempt to push the EPA into a decision before the Renewable Identification Numbers expire September 1. The refiner wants a decision from the court on RINS while they still have cash value.
