Speaking at the Crop Insurance Professionals Association meeting in Dallas, Texas A&M Agricultural Policy and Food Policy Co-Director Bart Fischer outlined an 11-point plan to revamp U.S. farm policy. The recommendations include permanent authorization of the farm bill and a move away from ad hoc assistance. Fischer also argued farm program payment limits should be eliminated. Farm policy analyst Jim Wiesemeyer reports Fischer’s message was straightforward—without structural reform, U.S. agriculture will continue to struggle to meet its own objectives.
